I spent quite a lot of time looking for a CAM app that would cut 'to' the line instead of on it and in the end found SheetCAM. It was REALLY easy to use and allows for very smart ordering of cuts (inside before outside, part at a time - for sheets with multiple parts) and was pretty good for cutting in an efficient manner. It costs 110 pounds but given it was the first (and only) software I purchased for my machine it wasn't too bad. Works great with EMC.
I did try the linux version but couldn't get it to work on Ubuntu so in the end just got the windows version.
